Tax Office DB Deploy

We have run into the below error a few times due to a possible Red gate bug.  The current solution is to manually take the update sql artifact and apply it manually then when you re-run the deployment it will work going forward (until it fails again).

Confirmed to work in Wise on 4/6/2023
